Only if it has a motor on it from what I remember. This includes electric trolling motors.

          Even without a motor

I would ask tpwd and not the Internet, but I would think only if it has a motor or trolling motor on it

                Exempted vessels:

Non-motorized canoes, kayaks, punts, rowboats, or rubber rafts (regardless of length) when paddled, poled, or oared and sailboats under 14 feet in length when windblown. Adding an outboard or trolling motor to one of these types requires titling and registration.

This^^^^ only if you add any kind of motor to it requires tags.

Motor or trolling motor yes. Paddles, no

I think it depends on length also. Look at tpwd boating regs, it will list them all.

Which one of those vessel types would a Jon boat fall under?

Don't matter what type it is skipper. Key word is 'non motorized'. Ironically I was at the parks and wildlife office today and asked something similar as the OP and got the low down from them.

If you are rowing it, I would go with rowboat:-)
