My family has had an Rv in the same park for 12 years and in the current spot for 5 plus years. Lady that runs the rv park called to ask my father if he had keys to the trailer down there so they could move it because her mom was moving in to the park and wanted my dads spot. Naturally we told her no that we would be the only ones to move the trailer. This is the last straw as they have recently caused a bunch trouble. We want to move out and give proper notice to do so. We have also found that we have been paying .17 cents per kilowatt and the going rate is .15 cents. My questions are what is proper notice and is there anything that can be done about the utilities? It is my understanding the the park can only charge for what the utility company charges for electricity. Any help would much appreciated.

Its just an RV park, you can come and go whenever you want. You don't need to give them a notice... besides I would think that if there is some sort of contract that you signed to stay there, that contract was in regards to the RV spot that you "currently" have. They would be breaking the contract by making you move from the spot.
I'm also sure they can add a surcharge to your electric bill for various reasons.
