How do you sell a non titled trailer?

I requested a title from TxDot but received a letter back stating my trailer doesn't meet titling requirements. It's registered in my companies name, so how do I transfer ownership to an individual?

Bill of sale. Texas form 130-U.

You don't have to fill the whole thing out. Just the data that pertains to the trailer. The tax office will no longer accept a hand written Texas Bill of Sale. The form 130-U has taken it's place. Both parties are required to sign it.

Just bill of sale and registration receipt.

All tandem trailers should be titled, most single axle should not.

That form sure appears to be one for a vehicle? Being my trailer is home built it doesn't have a VIN or any other number. And when I get tags for it they take my 7 bucks and give me a plate

Sell it with a bill of sale and the person can register it as a home made trailer. I didn't have a title on a trailer I just registered. Did it as home made.
