I'm definitely no expert, but I would think you may be behind the rut. I have only been trying the Axis deal for about a year. So I could easily be wrong. Hopefully someone with a little more experience will chime in.
Axis rut all year long based on when the female matured and came into estrus. They drop their antlers through out the year so you may find them in velvet at any time of the year.
We have two peaks at our places. Usually early summer and another one around December or so. That being said like said above they can rut at any time of the year. Another thing is when it's that hot I have had good luck hunting water.
