Landscaping Thoughts

At my house I would like to add some tx sage for some landscaping along the city street side along my wire fence. #1 as a breakup to seeing into yard and #2 just ornamental.

Question is should I plant inside yard fence or outside of fence? It is my property outside that fenceline.

Thoughts/opinions appreciated.

I would plant outside the fence. That way it does not shrink backyard.
