Using scuba gear might have been illegal to use for noodlin in Oklahoma at one time but I'm not 100% sure on that. I know it's illegal to sink barrels and stuff like that but seems like I remember something about scuba gear too.

By this logic, having a bass boat is cheating to. I don't see how a legal advantage is cheating. Is using a gun or bow cheating as opposed to jumping onto the back of a deer with a big rock? Not trying to pick an argument, I just don't get the logic.

Well when you do tournaments, some say you can't use them. But people still do. If you can hold your breathe long enough to get the fish that don't be doing it.
