A stripped lower is the same as a complete gun in the eyes of the BATF. The lower (stripped or not) is the controled piece.

ETA:
This is assuming there is no legislation on the rest of the parts like trigger groups, uppers, bbls, mags, bolts/carriers etc.

the lower will by itself (and high capacity magazines) will likely be targeted as items to be banned

essentially the AR15 , and similar semi-auto rifles will be sent to banned camp if Barack Hussein is elected

Buy a complete rifle and a 2-3 stripped lowers now. Sale the complete after the brady bill goes back into effect. In the mean time get started working on the lowers.

Some stripped lowers can be had for around $100. Shows do specials all the time at 3 for $95 each. I'm sure you could find them even a few $ cheaper.
