    I don't have a clue. I work in the same police department as a couple of task force investigators but I don't know their state rules. An old trailer that was reworked might be considered homemade but then again, maybe not.

    This is part of the explanation from Texas DMV.

    Effective September 1, 2013, the department may also assign VINs to frames. Also, VINs may be assigned to motor vehicles if a VIN has never been assigned (accompanied by Form - 68A) and satisfactory evidence of ownership is presented. This removes the requirement for an applicant to obtain a court order mandating that the department assign a VIN for homemade trailers.

    A court order will still be necessary if the VIN is removed, altered, or obliterated.




    As a general rule, anything with a serial number that has been intentionally been removed might be considered as stolen.

    You might contact an investigator in your county and see if he can or will answer the question without you bringing the trailer in.

      If it was me, Ide register it as a homemade trailer with a rating less than 4500 lbs. That way you don't have to worry about inspection.

        The inspection that the sheriffs office does has nothing to do with the state inspection that you are thinking of.

            I think it still needs to be inspected by the sheriffs department and be given a serial number which has to be put on the tongue either welded in or stamped in. That is the way it is in Williamson co. It's a pain as they are only there one day a month.

              If you have the title and or a pic of the VIN ,why not just weld/stamp it on the trailer?Or and I missing something?

                If you have to have theft task force inspect it then I would cease all work now.

                Next thing I would do is contact the task force and present them with all of the details you have and see what happens.

                I sure would not waste any time or money on something that could be taken from me

                  The title has never been transferred over from the original manufacturer. It is signed over to the original owner who never transferred it to his name. My dad bought it from the original owner and he just gave my dad the title.

                      When I retitled my trailer I had to have a bill of sale from previous owner along with the previous owners name on the title in order get the title in my name.

                          Think where the confusion is between registration vs title. I have several trailers, none of which have a "title" but I get register every year with zero problems. Also have gotten license plates and tags on some with only telling them the axle weight of the trailer I built or bought that didn't have tags already.
