She probably didn't think she needed it if the snake had no fangs. There's only one side of the story being told. Who knows if she even was asked? Anyone that knows anything about cobras at all knows if you get bit by one you're gonna need treatment. Someone was either lacking serious knowledge about it or just didn't care enough to save that girls life.
