Put lug nuts back on just finger tight. Take off the jack and dive a few feet. this should break them.

Must be an aluminum wheel? If so just leave lug nuts off, and hit the tire with a hammer. Sometimes the rotor gets rusty and sticks to the wheel. Just make sure the jack is stable

Lay on your back and use legs/feet to kick each side until it pops loose. Like running in place. Don't ask how I know, long story.

Well sorry, but if the tire service guy is about 5 ft tall and 100 # and lays down and kicks it loose it's the same one that helped us out... When a 250# and 300# gave up...lol
