These classes are done by [B]unpaid volunteer instructors[B] on their own time. I've been doing them for over 10 years here in southeast Texas. It is a simple case of supply and demand. If the classes aren't supported there won't be any in your area. Here is the current schedule as of yesterday:

I know the Dallas area IBEP Bowhunter Ed instructor group has not set our schedule for 2007 yet. We plan to meet this month to nail it down. It's our intention to expand even farther from our core area again this year and east Texas and north Texas are in the plans for classes. Stay tuned.
There are usually Bowhunter Ed classes in the Austin area each year, but the instructors in that area may not have planned their class schedule yet. The field portion of the class needs reasonably fair weather so a little later in the year there will be more classes.
The LSBA fully supports IBEP Bowhunter Education and many of our members are instructors or have completed the course. Having safe, responsible and educated bowhunters is one very important way to ensure the future of bowhunting in Texas. We encourage all bowhunters to take the class. It doesn't matter your level of experience, I believe everyone can learn something or contribute something to the course.
