Executive action is not the same as executive order. He had 23 executive actions right after Sandy hook, and the world went crazy buying ammo. Nothing came form it but a bunch of bills voted down in both houses of congress.

This will be no different. Executive action=strong suggestion, NOT law and NOT circumventing the constitution.
