Looks suspicious to me. I took the test and passed and now it wants me to pay $39.

I have no experience with this website but will say......it casts suspicion in me. I feel better taking the class and paying the fees to have my TX CHL. It would be a bad deal to get stopped and find out that license is no good. Not saying its not legit, but my father always taught me, nothing in life is free and or easy.

                Here's my thoughts.
Several states only honor resident permits.
Ie TX resident with Texas permit honored
Texas resident with Virginia permit, not honored

Texas has an agreement with Virginia and multiple other states to accept their chl's. Taking the online course is valid and would allow you to carry in at least 27 states.

Yes Texas has reciprocity with Virginia, but being a resident of Texas means that you have to have a Texas CHL. If you were to become a resident of North Carolina your TX CHL would be useless there. You would need a NC CHL.

Not according to the agreement, it is valid to carry in Texas with this CHL.

This is from the Reciprocity Agreement with Virginia:

NOW, THEREFORE, the parties do hereby agree as follows:
                        1.
The State of Texas shall give full faith and credit to a valid Concealed Handgun Permit issued by the Commonwealth of Virginia; and
                        2
The Commonwealth of Virginia shall give full faith and credit to a valid Concealed
Handgun License issued by the State of Texas; and
                        3.
Persons carrying a concealed firearm pursuant to this Memorandum of Agreement shall comply with all applicable concealed carry lows, rules and regulations of the respective states, including, but not limited to, age requirements and restridions regarding the type of firearms that may be carried; and
                        4.
The State of Texas and the Commonwealth of Virginia will inform each other of any changes to their respective weapons statutes that may affect the eligibility of the recognition granted by each state pursuant to this Memorandum of Agreement
