New IOS Device Setup question

We upgraded my wife from the iPhone 4 to iPhone 6S Plus. We got an iPad mini 2.
It's on the AT&T network.

So now you have the background info.
Here's my question, I'm using the IPad for my hunting.
It doesn't have a number. How do I send/receive text messages with it?
IMesages? Uses my Apple ID. My text messages go to the pad not the phone.
I'm using same Apple ID for the apps and music I've purchased.

You need a wireless network I believe to send receive messages

Settings -> messages -> send & recieve. Then check where you want to recieve messages (your Apple ID or your phone number) Unless you bought the data plan for the iPad you will have to be connected to a wireless connection to use iMessage.
