    No wait, you're right. We/he doesn't know all the facts. That's why the police should be called with the facts that are known and let local PD sort it out.

      I know this is out-of-state, but I've had employees picked up on warrants for speeding tickets, etc., whose county decided not to come pick them up for the warrants. I don't know how long they waited, just know the county decided not to extradite the violator. I think it's about 3 days to 5 days before they come out to the shop begging for their job back.

        The local PD would be the one to put cuffs on the lady however if Florida will not come to pick her up the local PD will take cuffs right back off, since no crime was committed in the local district. If it's a serious felony or a person they really want they will come and pick her up.
        If you want to call someone you could call your local PD or the Florida PD. the local PD wi first have to prove who she is.

                If she gets legally detained by the local law enforcement, and she gives a false name, it's failure to identify, a Class B misdemeanor. If she has warrants out of the other state, and she gives a false name, it's a Class A Misdemeanor offense "failure to Identify- fugitive from justice." She can be arrested for that charge alone, regardless if the other state is going to extradite or not. She can still be released from jail on bond for that local charge, with the that pending outstanding warrant if not extraditable. You can always throw a bug in the law enforcement ear and if they just happen to pull her over for a traffic violation.... well, so begins the roadside investigation....

                        Call tip in to crime stoppers or whatever entity that handles these things for the area your friend lives. If the warrants are extraditeable, the tip will make it to whoever has jurisdiction for where the perp lives, will detain perp, confirm warrants and transport to local jail for arraignment and possible extradition. If there are bonds attached to warrants there is a chance the perp can bond out and go right back to where they were living. Tell your friend to get as much information on perp as possible such as vehicle plate and description as well as place of work for perp. The more information the better for LE. Also the tip is confidential on her end...

                          Parole violator, forgery, fraud, using a made up identify. I wouldn't want her living next to me. She is used to stealing an running. When its time for her to move she will not take your kindly neighbor hospitality into consideration. She will steal whatever she can and move along. Call the local PD and let them work it.

                              most states will extradite for parole violation and forgery/fraud. Florida and Oregon are about the worst as far as that goes however- they seem to have the policy of if they leave here why bring them back- I would still have her call with the subjects info
