Staying at my deer lease in a house built in the 1800s. He has all kind of cool things here. I was hoping someone would know what it is.

that is a dial indicator....it must be used for a specific piece of equipment or with another tool......at least that is my .02

Its an RPM meter. Starrett is a great company that makes machinist tools.
Technically, it's a gauge, not a meter.

The big piece of rubber is missing off the end of it that is placed on the end of a motor shaft and reads the RPM's that the motor is turning to ensure it is running at the correct speed...
