    Is there an app for.....

Disabling your neighbors 4 wheeler at 7:30 - 9 on weekends ? Freaking city neighbors come to the country only on weekends. He knows I am hunting, I am figuring he must me a tree hugger. Wants to kill pigs and not deer. That's my rant now back to your normal program.

What's the problem? Your neighbors house is likely helpful, driving game from his place to yours. Annoying? Yes! Detrimental to hunting , not necessarily !

Unless they are driving in very close proximity to your stand, that all works in your favor.

There is this great app called arrow to tires and another called arrow to radiator but user discretion is advised.

On a serious note just talk to them, walk over after a hunt with some beers. Explain your situation and see if you can come to terms. If negotiation fails, you now know you have cruddy neighbors.

Any way you can set up further away from them to where the deer might come to get away?

I would say the neighbor has a right to use their property as they see fit and legal, but I understood you to say they were intentionally doing it to keep you from killing deer.
Might call the GW, probably nothing he could do but if he talked to them it might be enough to make them leery of messing with you for fear of getting a ticket

I don't believe he is doing it intentionally. Knows I'm hunting, heck I even climbed out if stand this morning and went over and met him on trail. Not sure I can make it more obvious, camo on, backpack, bow in hand.

Maybe ask if they could refrain from riding before a certain time in the morning and after a certain time in the afternoon?

Some people are just so dang dense they have a hard time realizing anything

Next time you talk to him, just thank him for driving the deer to your stand. If he's a tree hugger, he'll stop.
