I would imagine it is form but soft and antlers can be damaged by a hard hit.
Curious if that piece will fall of with velvet or stay on hard horn.

Broke it during growth. Depending on the severity of the break, it will either fall off or ossify in that position. If the break ends up limiting or choking off blood supply to the damaged area, it will fall off. If blood supply is still uninterrupted to the broke area, it will harden that way.
