What kind of plant is this?

What kind of plant is this? My grandma told me "Bellin" but her English isn't the best so it may sound like that or just be slang. She said it grows easily and it is obviously pretty. Any ideas?

Maybe some type of oleander. They have them that are a couple feet tall to 20 feet tall.
