Bill of Sale - Stupid Question

There is a statement on a generic bill of sale for a vehicle that states "have you previously filed an application for title of this vehicle?"
I've owned this vehicle for the past 9 years and I have title in hand. I did have to get a replacement copy because I lost original during a move. Can someone smarter than me translate?

If you have title in hand you do not need bill of sale.

no bill of sale needed, but the application for title will be needed if you want to sell or change the name on the title.
