What are these spots on my Holly bushes?

Any idea what these whiteish spots are on my holly bushes? Are they harmful to the plants? Thanks!

Looks like a fungus. I also notice the dark spots on leaf this could be tar spot. Google holly palnt fugus for info and treatment.

Bingo.. It's scale. Hard little guys to kill. Even after they die they will still stick to the leaves for a while. You can mix a little horticulture oil in with your insecticide to get them and the fungus/honeydew to fall off a little sooner. Will probably take multiple treatment. For some reason they love burford hollies.
