From my understanding you will still need a concealed carry permit (will probably be renamed) to carry open. Also understand that it gives LEO right to stop you, disarm you and check to see if you have license, check criminal history, etc. But I haven't read the whole thing.
And a word to the wise, if LEO stops you and wants to disarm you while interviewing, don't reach for the gun to give it to him/her. Let them take it from you.
    Carry on.

You must still have a license.

They added a new part to the CHL law that says you can carry it in plain view ( wording in the law.... partially or wholly visible) as long as it is in a belt or shoulder holster.

Meaning.... if you have it visible in an ankle or boot holster or just stuffed into your pants, it is still a crime, even if you have a CHL.

No sir, that was one of the amendments they tried to add and it failed. LEO's can not stop you without probable cause.

Here is info on the 2 bills mentioned above.

You can click through the different tabs and see the different versions of the bills and info related. The "text" tab has the analysis of each bill through each stage.

It hasn't passed yet. Probably will and Abbott said he would sign any open carry bill that hits his desk.

                    But it hasn't passed yet!!

I know it was online earlier for viewing but is it still available to watch a recording of it?

As I understand it, there has to be a third reading and a meeting of the two bills. Basically the two bill will be combined into one in committee and then it will be sent to the governor for his signature. A basic formality at this time. Good job all around.

Been talking to a few on FB and they are freaking out about open carry. And then dumbfounded when they find out many of the states they visit have had this for years (some forever).
