2015 Mule Deer Hunt Suggestions

I just figured out I can afford a DIY Public Land Mule Deer hunt this year and I need some suggestions.. I hope it's not too late. I am going for a rifle hunt this time around since it is my first time hunting mulies. What are y'all's suggestions on the best state to try for that will give me the best shot on getting a tag and the cheapest all around hunt. I will be taking a trip with one or two buddies. Any suggestions or additional info is welcomed. I have no idea what I am getting into.

Most of the western states are draw for mulies. I know AZ, NM, UT, MT and CO have already had their deadline. ID and WY draw is coming up. ID you can get a general tag. Not sure on KS, NE, SD, or ND.
