Sounds like capaciter, or bad compressor. Cap is cheap, compressor is not. Warrenty?

Otherwise, a new capacitor should run you about $40, can be picked up anywhere that sells AC parts and is a simple self repair if you are comfortable working with that kind of thing and know how to shut the power off to the unit and make SURE the power is off!. Otherwise you are looking at anywhere from $150-250 to have it done by an AC place. If the old one is bulged, warped, etc, its probably bad. Only way to tell for sure is a capacitor checker.
Its literally 3 wires to unplug, loosen a screw and remove the old one, install the new one and hook the wires back up! Just done want to get the crap shocked out of you by not killing the power!!!!
Before you go look for a new one you'll need the values off the old one. Should be in a format of 5/45 uF or something similar. The new capacitor may be physically a different shape but as long as the values are the same, the shape won't matter. Might be easier to just take the old one with you.
When/if you go to change it, be sure and note which wires go where!!!!! The capacitor should have the three terminals marked C, H, Fan. Hook the new one up the same way the old one was.
