most likely a bird. Turtles will not bite a healthy fish. They will only eat a wounded or immobilized fish such as on a stringer or in a cage. Lots of people think turtles harm fish populations but they actually have zero effect on fish. Birds as many mentioned is the most likely cause. It could have been a gar if in a lake but unlikely in a pond.
