Hmmm.......
I know that it is illegal to harass game (according to the Parks and Wildlife Code) to harass game or fish it is...... "for the purpose of disrupting a person lawfully engaged in the process of hunting or catching wildlife".
TPWC Sec. 62.0125
I don't think the description from the OP would be for disruption of lawful hunting. In fact it is in that circumstance an attempt to help hunting.
Would flushing ducks be considered "harassing"? I don't think so.
What might apply is "hunting" from a vehicle and according to what is considered hunting.
There is a law against hunting from a vehicle but the questions has to be asked, what is hunting?
According to the TPWC to hunt means to "capture, trap, take, or kill, or an attempt to capture, trap, take, or kill.".
Is driving a vehicle around private land considered Trapping? Taking? Killing? Capturing?
I have no clue.

TVC, I thought I had "heard" that flushing ducks out on the bay to get them flying was illegal... but I haven't seen the regulation actually spell that out.
