According to Sec. 204.010. POWERS OF PROPERTY OWNERS' ASSOCIATION that you posted the board of directors can create fines, policy and procedures.
Sections 9, 10, 12, 14 cover fines and assessments.
Policy and procedure amendments are covered in Section 1 and in other places throughout what you posted.

First thing you should do is make certain the HOA is registered with the STATE of TEXAS. If it is not, then it really doesn't exist. It has to have been filed and registered. Then see if you can get involved in the board and the process to make certain you have a say in what happens. HOA's do have a purpose that is designed to protect all the homeowners, but they can sometimes get a bit out of hand.
They are also only as good as the inforcement, good or bad. If they have good rules, but don't enforce them, then they are worthless.

I'm the president of mine and our president is one awesome guy!
Your HOA bylaws and covenants will dictate what authority your board has. Any meeting that includes a vote, must be open to the public. That's state law. Fines are levied due to whatever is in the covenants. Our board has the authority to raise rates, but hasn't done it without a membership vote.

You forgot the part where people VOLUNTARILY agree to be part of a HOA, then turn around and complain about the HOA.
Makes about as much sense as people who buy a house near a railroad track, then complain about the train horn blowing.
Think before you buy people.

I have never understood why someone who knowingly buys a home within the jurisdiction of an HOA would then complain about having to abide by the bylaws of the HOA.
And the price you paid for your home has nothing to do with the future value of your home or whether or not your neighborhood will someday turn ghetto.
