Looks like he is going about 20 mph give or take a couple mphs in that video.

On pavement, I have reached 36 mph flat out, no draft, no wind, full out sprint - about 20 or so seconds. Sustained (minutes) 22 mph is hard to do. On dirt like that, I could probably hit 18 sustained for minutes, and could peak at 25ish or so.

The reason I say it's fake (other than the crappy overlay) is that I doubt a bear would sustain a chase like that, for that long. I am no expert, but I can out pedal a dog that comes at me like that easily... dogs are fast, but they tire quickly. It's the dogs that get in front of you first that you have problems with.
