Should have slipped the core off first. Now about all you can do is rot them off. Put them in a trash bag in a warm place for several days, then run a wood screw up in the core and try to pull it out. If it doesn't come out let it set for a couple more days

That's about all you can do now. Like Nova said, you should have got the horns off the core. What's your normal method for cleaning? If you boil/simmer, you can cook them off. They'll usually turn loose about the same time as the head is almost clean. If you macerate, once all the meat has rotted off, the horn sheaths will usually slip right off.
Blackbuck are typically easier to get off than sheep, especially once the sheep has been fighting and has busted up their horns.

You messed up by cutting everything off. I usually pull the horn off while boiling and leave a nub to glue the horns back to. You might be able to put a couple of wood screws back into the scull leaving head sticking out by an inch or so and press some taxi clay around to secure horns to.
I tried cutting the bases with a razor first but they still wouldn't come off...oh well guess I shoulda asked more specifics
gonna boil it now and these will make cool door handles or fireplace set
