From the looks of the threads I would say fishing weight. Prior to the threads being messed up my guess is eye bolt

My Landpride Finish mower has one of those with a spring attached to it. Controls the tension of the belt. Pretty much an eye bolt.

It came off my riding mower....it goes to the deck and then thethug goes on top of another bracket....trying to find where to order a new one....everywhere I have gone and asked looks at me like I'm stupid.
