I picked up a Troy Built riding mower for really cheap to kinda have something to tinker with and if I can get it going I'll just leave it at the lease. It's in really good shape all around except it has been sitting for about a year. It has a Kohler 19hp engine. I put a new battery, fuel filter, fresh gas and changed the oil, tried to start it and all it will do is turn over about a half or full turn and then stops and may turn over again if you just hold the key down and the starter will finally get it turned over again. It want repeatedly turn over and over like a normal engine..you can use your hand on the top of the engine and help it when it stops and it will turn over again.I tested and the battery is super hot and is brand new. Does this mean the internals of the engine have a problem or maybe it's a compression thing??? I know some about engines but have never seen this, I thought if they were locked up they wouldn't turn over at all. I do have another engine if this one is trash. Any feed back is appreciated!

It could be several things since it sat around.
You could have the valves locked in the closed position. Pull a spark plug and then turn the key and see if it spins like crazy.
Too much oil? Internal damage to piston or rod because of water in the motor?
Weak starter?
Bad battery connection or cable?
make sure nothing is wrapped around the crankshaft pulley underneath motor.
Good luck
make sure the belts are not engaged as that may create the problem also.

A bigger battery with more cranking amps. Change the plugs and make sure the carb is clean. I just had a ton of trouble with my John Deere zero turn it kept eating battery's and wouldn't turn the motor but once or twice and it was done. It was very hard to start. Carb was nasty and a bigger batt solved my issue.

No the motor is not locked up. I had the same problem with a John Deere riding mower I purchased, I am almost positive it is a compression problem. I had to do some valve adjustments and was able to get it running like brand new. I would try a google search for that particular mower model to find out what the exact valve adjustments are.

Mower
My Kohler mower did the exact same thing and I started it with my hand the same way for 6 months. I wore blisters on my hand starting it. Battery hot, oil good, all the same.. Finally bought a starter on ebay-- dbelectrical ( Feedback Score Of 195039) for about 60 bucks and it cranks right up now. Hope this helps ..
