Coming from a LEO who did hiring and firing thing for 4 years.. SHAVE IT!!! That shouldn't even have been a question. Most agencies have grooming policy's and if you already meet it that's one less thing they will have to make you conform to. You are also scored on your dress, posture, demeanor and personal appearance including hygiene.

Here are the highlights from my end.
Have a top secret security clearance
Three speeding tickets (stated limit for them)
No arrests or charges.
No drug use
Biggest thing I have stolen is a GPS ($110 value)I kept from the military after I was told it was going to be melted down due to its use in some sensitive training areas. Supply clerk check it off his checklist then told me he didn't care what happened to it.
I'm thinking I got a bad reference from my past military leadership or it could have been the issue I PMd a few guys here about. Maybe because I'm in school for nursing? Who knows, it sucks but who knows.

Don't give up. Not sure what happened, but I would assume there was probably something in your past that violated one of their civil service rules. Every department had their own set of local rules, many are similar like you can't be a felon, but other rules are more flexible. For example, in some departments, if you admit to smoking marijuana in the last 5 years, you're out, others say 3 years, and still others have a totally different policy on it. Keep trying.
