We used 11 hog panels the I bought really cheap. We put it in a circle and raised it about 2" and put a t post at the junctions and in the middle. Will it work for cattle?

Hog panels and cattle?

I'd worry more about the deer being put off by it than the cows getting in. No matter how well a whitetail can jump, they don't like to. Particularly into a small or confining area. Sounds like with 11 you should be big enough. Some of it depends on breed of cattle. A bunch of angus or charlais aren't like to jump it, but put some brahman blood in one, and they may jump it for fun.

I have one with hog panel this year for the first time and cows haven't messed with it yet. It's BIG though! 16 panels. The corn stays inside the pen so it's not tempting to the cows.
If they start leaning on it, I'll put a strand of barbed wire across the top.

The two inches might not be exact. The space wasn't much at the bottom. 11 panels made a good size circle.

Also in the past I have had hog panels with a t post every 4 feet and 2 strands of barbed wire over the top of that and the cows still got in.
Those big dumb delicious animals could tear up a steel ball with a rubber hammer.
