I'd go with just growing his hair back. And red wolfs aren't extinct. They have some on the east coast, you actually can't hunt coyotes in some areas because the red wolf looks so similar. But back to the picture, that's pretty neat to see

This is one a shot a few years ago. Big, red, and heavy. I think this was a hybrid:

Noticed the tail in the pic above and the tail in the OP's pic. That's what leads me to believe (and the ears) that it may be crossed with a shepard or some other domesticated dog.

OP's pic doesn't look anything at all like a red wolf.

Its just a coyote pup, nothing new...

Coyotes in our area can range from really light fur to red furs and toss in a black one every now and then....

                      No cross breading involved..

Looks like an old/mature coyote to me with his summer coat. Coyotes aren't very big at all, they just look a lot bigger in the winter with those nice thick winter coats. They often look mangy in the summer just because the hair is so thin.
I agree about the red coyote not being mixed with domestics, I've killed some red looking coyotes before. The one thing I have heard/read about is that coyotes with a white streak in the black tip of their tail is supposed to mean they are cross bred with domestic dogs. I don't know how true that is though.
I'll tell you one thing though, I LOVE calling in coyotes!!

Definitely has a weird beak..... I'm no coyote expert either though.

                              OP-- I dig your avatar.
