little league pitchers calendar days rest?

I have a pitcher who had to have 3 days rest before becoming eligible again to pitch. He last threw this past Thursday night 61 pitches. We are in the championship game that started yesterday but was cut short by bad weather. We resume play tomorrow which will be day 4. I cant find anything related to rain delays and pitchers calendars days rest. Help!
