Muzzleloader got a big buck off a WIHA near where we hunted, helped him drag it. I hunted WIHA and was only one on it except when youth pheasant started. This wasn't in 14 though. We looked at lots of WIHA and only saw a couple of people on it, some really nice creeks and we didn't see a sole. We had private land leased and my buddy shot a buck on the WIHA across our fence, though it would have been a long walk to get there without the private access. Only down side is walking in to set up stands and dragging a big deer out. Get spoiled driving up to stand sites with chainsaws, etc...

Kansas Parks and Wildlife publishes an Atlas with all the WIHA on it. Most of the big reservoirs have land around them from the Corp of Engineers that is huntable. There is a big area outside of Eldorado that has public land. You have to get away from the easy to access areas and find remote locations. I have been hunting private ground in 14 for over 10 years but my friends that live up there tell of good deer on public land. Also check around Council Grove. If it was me I would make a trip up in Sept. and talk to a lot of ranchers and farmers, be polite, and take a few pounds of fresh gulf shrimp, and make an effort to go this route. Do not in any way, shape or form talk about leasing hunting ground for money. Quickest way I know of upsetting the apple cart with a lot of the locals. Just my honest opinion.

Some WIHA do not allow access until Nov.1st. Everybody wants to hunt November because of the rut, but sometimes the last week of October is very good as bucks have split up and starting to scrape and starting to travel as well. Late November before gun season is also a good time as well because the big guys are looking for the does that haven't come into estrus yet, and most bowhunters are gone.
