Only illegal for a felon to own, however being an LEO and purely my honest opinion, I hate the thought of anything falling into the wrong hands...

I'm no LEO but I'd imagine they couldn't use a pre-owned bullet proof vest for liability reasons. First thought that comes to my mind. It's a nice thought though.
