Collect calls from a detension center? Who gets them?

I keep getting a collect call from a Port Isabell Detension Center. I know no one there. I keep denying it, but they keep calling back. I cant even understand what the person on the other end is saying. How do I stop these calls?

There's a lot of scams involving inmates calling collect. Just hang up immediately. If it continues, contact the jail's administration.

My buddies grandmother got a collect call from someone pretending to be him locked up in jail and needed her to wire money to somewhere. She believed it was him but told him "no" anyway.
