My first thought too, but that dude is a bit hefty to be a tweaker unless he just started using.

I've been to a bunch of meth houses on calls and several have immaculate lawns, them dudes are constantly going, they never sleep, they get bored and mow the lawn, sometimes 3, 4, 5 times in a row!

My guess is that he operates the restaurant and cannot work on the landscaping when the business is open. He is too busy stirring the canned refried beans making Spanish rice; the two high margin foods that all Mexican restaurants love to fill the gaps on a plate with.
