Starboard navigation light

I just noticed that the starboard side on my front navigation lights is blacked out. I thought it might be a film covering the green plastic but nope, solid black.

From what I understand, starboard is supposed to be green. Why would they sell these like this?

Not sure why that is blacked out, but the starboard light is definitely supposed to be green.

Have you put power to it yet? Some times when the lense is to light it will look clear or white from a distance. That will look green at night.
