I know I do. We had a roof leak, and I dealt with the insurance and got them to cover it. Long story short, we submitted for approval of the new roof on March 31 and had the roof replaced April 4. We just now, today got the approval email that it is ok to replace the roof. Seriously almost a month and 1/2 since we asked for approval. What am I paying these people for? Why did I even bother to ask? I think I will just do whatever I want to my home from now on, since the HOA doesn't feel they need to give an approval or denial in a timely manner.

Why not run for office and change things? It does no good to gripe about it on TBH.
When we lived in Highlands North in Dallas , our HOA was active. We knew the officers, and my wife was involved in it. We had newcomer parties to welcome the new folks each year.
Get involved and be proactive.

Our neighborhood is managed by a company here in the Houston area called Real management or something of that nature. We have a board, but it not like anyone cares or anything is actually done for breaking the rules. We were told our dues go up just about every year because only have of the property owner actually pay, so the ones that pay have to make up the difference, cause the HOA will not for people to pay like it says they should in the rules.
