I Need some help!

Alright folks, my wife has suffered a loss in her family this past week, her uncle. This gentleman served our country as one of the elite, a Navy Seal. What I am asking is to get this picture restored. I am not savvy when it comes to this type of stuff. We want to get this pictured framed and added to our personal wall of military heroes, as well as pass it along to all of the other family members. I understand if it can't be cleaned up, but if you are willing to give it a try, we would be more than grateful. Thank you for your time and help.

My skills would not do this justice. This man deserves to be remembered so make a copy, take it to a camera store or Staples, somewhere like that and let them work with it. Good luck and sorry for your families loss...a great American and more man than I could ever hope to be!

Thank you for the good words, sir. Unfortunately i will need to drive about 90 miles to find a store that can do that for me.

The warfare pin he's wearing is a surface warfare, not a trident.
