In Lubbock, you'll need to call go down to city hall and pay a permit fee to get them to put it in. You can call Aaron Thompson at city hall, he's the municipal engineer, at least that's the guy I call for commercial. They will need to go to location and see where the mains are and you'll need to stake where you want the meter and the fee will be based on what's needed for the install. I think a 1" meter runs 400 bucks unless they have to tear out concrete or asphalt.

I can get a 5/8x3/4 Neptune meter from hd supply for around $45 anyhow

As far as getting a hydrant meter you would have to set up an account with the utility(water dept) pay a deposit and what not. There would be a monthly service fee plus pay for the water you used. Hydrant meters can be quite pricey due to the fact that they are mainly used for commercial use.

I don't know about that, because I've never needed the city to hook one up for us.
