I've heard of these problems before. One thing to check, RIGHT NOW, before you go back down that way, is whether or not you have a fail to appear warrant. That's pretty much standard procedure when someone fails to pay the ticket and fails to show up to court, the judge issues a bench warrant. Better check that out before you go driving through there again or you might find yourself sitting in jail waiting for the judge.
Additionally, do whatever it takes to get those phone records, they are there somewhere, you just have to get them. Should be able to show that you called on numerous occasions to try and get this handled. Fax or e-mail them to the court, don't carry them in, you might end up in jail, maybe not but nothing would surprise me. Stop talking to the clerk (she is either incompetent or lied to you on multiple occasions), ask to speak to her boss, if that's the judge, so be it. It's also entirely possible that the trooper failed to turn in her ticket in a timely manner, found it in her book later, and turned it in, if that's the case, charges should be dropped as the officer didn't do her duty, worst case, the fail to appear and additional charges should be removed. That being said, and I don't know the jurisdiction at all so I'm not making any accusations in this specific case, but small towns are notorious for being corrupt and refusing to reduce charges, even when they are wrong.
Finally, this is the very reason we have farm tags on every trailer we own, even the ones that never leave the property, it's only like $7 a year. I have one trailer that has regular trailer tags on it that I use for hauling items that are not farm related....that one is a bit more expensive, like $50 a year.
Oh yeah, and thanks, this thread reminds me I need to renew the tags on my one trailer with regular tags.

Well that didn't turn out as well as I thought.... They basically dropped about 10% off the fine and I paid the difference.
The clerk admitted it was turned in late (uploaded late was the word she used)
But since I stopped calling, didn't continue to call for the past 2.5 months, then they still would like my money.

Pretty DARN low of them to still make you pay the additional fine, for their incompetance. I dispise small town politics...

I got distracted and got one last month for speeding… 72 in a 60 I deserved it. But every document I make copies of, I send everything registered or certified mail, I note every communication call or email in a text file on my home computer. Just in case… just in case.
