They couldn't cut open a shotgun shell to show that it was fake because it was dangerous to cut one open "outside of a lab"?

Then, the cops couldn't find a safe "lab" to cut one open?

Surely this will be appealed and surely someone with more than a 2nd grade education will know that a fake shell without a primer is not a live round and maybe one of those 2nd graders can show them how to cut open a shotgun shell...... as I did many times when I was a kid so I could burn the powder and/or use the pellets in a slingshot.

I don't even know if it is much of an agenda.

These rocket scientists could not figure out how to tell if a round was real or that you could cut one open with the equivalent of a two megaton bomb going off. Then when they couldn't, they ruled on it anyway. Such much for the "beyond a reasonable doubt". Hmmmm..... it may be a bullet so we are going to find you guilty.

I wonder if the defendant can tell the judge that he can't tell if the verdict is real so he just won't pay it.

sounds like some government and state reps are trying to increase the value of a product they are illegally moving, by making the product illegal for people to own.
