New TPWD rules--Zebra Mussels

I completely understand why they are they doing this and zebra mussels are bad news for Texas. If I'm reading this right I can now get a ticket for catching spot tail minnows in the Blanco or Onion creek (which I've done hundreds of times) and fishing with them at a different location. But I can buy some nonnative store bought minnows and not get a ticket?
