I found an i-phone here on campus several months ago. I turned it in to the Campus Safety Office lost and found and it was never claimed. So, I can have it back if I want it. It is not locked. Can it be wiped clean like a new phone? If so how would I do that? I don't know who the carrier is at this point. I'll go pick it up this afternoon.

I am sure someone at the Apple Store or ATT store can help you.
The toughest thing is going to get past the passcode, once you do that you can swipe it clean in the settings, and go to the ATT store or Verizon store, which ever it is, and have new sim card put in so it is matched to your number.
Also, if you turn it on, and get pass the pass code, look up who they called last and see if they can contact the user and you can return the phone.

Yes, under settings you can restore it to factory settings.

The main issue is not whether he can get it to be wiped clean and work again. The issue is whether he can get it back from security and if it can be claimed legally.
This is covered under the TX Property Code under Unclaimed Property. There are procedures in place for claiming unclaimed property. I think there is a three year period where the property is still considered to belong to the original owner unless specific steps take place like making an attempt to contact the owner. I am sure that ATT or the other original carrier has a record of who purchased or last used that phone. There is also a chance that the phone was deactivated when the owner reported it to the carrier as lost or stolen.
I don't think that you can merely go back to security and claim it but I don't know for sure. There is one subsection in that long winded chapter (that I don't feel like reading) that says the holder of the property "shall" (meaning mandatory by law) preserve the property.

And the chapter starts out with this....
Sec. 72.101. PERSONAL PROPERTY PRESUMED ABANDONED. (a) Except as provided by this section and Sections 72.1015, 72.1016, 72.1017, and 72.102, personal property is presumed abandoned if, for longer than three years:........
Then it goes on to explain how to overcome that three year presumption of ownership. Also I noted in the school/junior college section, it says the property has to be valued at less than $100 for it to apply to them.
