Custom machine screws

Anyone ever had custom machine screws made with a reputable company? Im needing some small screws made and a place in houston and another custom fastner place claim they bid any and every screw, but say they are unable to bid the ones im looking for lol.

How many do you need made & what makes them so special??

The parent company I work for has a specialy fastener division but unless the volume justifies it, they will no bid unless you want to pay out the nose with a NCNR agreement in place.

What are the specs? Why are they so non-standard?

Im not sure what is making it hard for the companies to bid it. Neither have answered my emails. Both claim to specialize in micro screws with torx heads and both will do runs of 1,000.
I need a socket head screw, with a torx size 3 drive. 3/8 or longer. I can find them in several places in t5 drive size. I need them in stainless steel. The last batch was from Japan, but I was looking here (US) first.
