Electrical Enginner or PLC Programmer Question

I have an idea to program a feeder and would like to get input from an electrical engineer or perhaps a PLC programmer to see if my idea is violable, to get an idea of what it will cost to buy the components might be and cost of programing.

not sure what you are doing, but PLC seems like overkill for DIY stuff, unless you just lots of PLCs sitting around....ever look at the arduino?
