I know things change over time and roles get added, but wasn't the sole reason the FCC was created to make sure one broadcast signal didnt interfere with another broadcast signal?

They were basically making sure that if you were allowed to broadcast at 10,000 watts that you were not actually sending out 30,000 watts and killing other stations, radio and tv, signals.
There was never anything about content in their mission.
